The Opportunity:

The overall objective of the Cloud initiative has been to deliver standardised global processes that leverage a single dataset for reporting, analysis and forecasting.This is a key initiative for Finance, enabling the implementation of a leaner Finance function supporting regulatory reporting, and allowing more time and focus on value creation activities and deliverables.

The IRR Programme was mobilised to ensure that Regulatory Reporting across the Group is fit for purpose; accurate, timely and complete. IRR's primary outcome is to move the regulatory reporting controls environment back within HSBC's risk appetite for critical returns so that it can be managed within the capacity of BAU teams, underpinned by a more scalable, sustainable control framework. Key programme outcomes are to deliver automated preventative and detective controls and significantly reduce manual activity in the run-time actuals process.

The role holder will support the Head of Rules Management in maintaining and governing data for Regulatory reporting. Primary responsibilities will include:

  • Develop robust Governance framework for all BDEs, Rules/Fall backs/adjustments per the IRR standards and compliant to data policies
  • Create framework for effective way of managing/governing centralised inventory related to data transformation through rules, fall backs, adjustment etc.
  • Build sophistication and automation in Validation Rules, adjustments and fallbacks to meet the expectation of 1LOD and 2LOD
  • Proactive analysis of the available MI to bring transparency into data transformation and remediation process and accordingly drive require actions to successful closure
  • Strong rigour in fixing issues at source and automate adjustments through code.
  • Effective framework and due diligence for addition/deletion of new rules/fall backs/adjustment etc for smooth delivery of fully reconciled and adjusted data
  • Works jointly with FCD teams to ensure that requirements are understood and translated into change requests
  • Ensure compliance to Data FIM expectation as regard Rules and remediation
  • Ensure changes proposed are backed by adequate documentation, rational and approval
  • Drive automation of the entire rules management and governance process
  • Drive conversation and work closely with DAO, 1LOD, 2LOD and change teams
  • Deliverables from this role feeds into critical decision making process at senior leadership meetings including quick turnaround on adhocs queries and request
  • Role holder will play a vital role in group wide initiatives and contribute as SME to support and/or lead execution
  • Role requires driving process efficiencies through working with cross functional teams and engaging them in driving agenda and/or agreed solution to ground level.
  • Ensuring robust governance and adherence to group wide policies and procedures
  • Support and guide colleagues through knowledge sharing and coaching interventions and facilitating transparent communication including with stakeholders

  • Drive effective conversation with work-stream leads and project resources - during planning, preparation and execution.
  • Develop materials to communicate information to or support discussions with different audiences.
  • Develop the data model, flow and end-to-end solution and processes.
  • Effective participation in the design and build of various components of future reporting process including data assurance, controls, analytical review, commentary on outputs and sign off
  • Support testing and Go-Live activities, UAT and remediation, Parallel run, etc
  • Do effective root cause analysis to identify defects and ensure they are logged appropriately and work with relevant teams to ensure remediation at source
  • Identify and raise additional design requirements supporting various Financial and Regulatory reporting outputs including building the report catalogue and data dictionary, data sourcing and change requests to SDI 2.0
  • Identify and raise additional requirements around MI & Controls to support both data & reporting sign-offs

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

  • The role has been created to drive and support the Head of Rules Management in delivery of Data Quality, Rules and Data remediation related activities to support production of fully reconciled and adjusted data per the IRR standards.
  • The role holder will engage a wide spectrum of senior stakeholders within and outside Finance across the bank.
  • The role holder will work effectively across multiple initiatives simultaneously to contribute to successful delivery of finance vision.

Management of Risk (Operational Risk / FIM requirements)

  • The role holder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
  • The role will contribute to the implementation of the Risk Management Framework (RMF) and the Three Lines of Defence

Observation of Internal Controls (Compliance Policy / FIM requirements)

  • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Area Compliance Officer or Local Compliance Officer. The term compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.
  • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget. in USD'000)

  • The IRR's primary outcome is to move the regulatory reporting controls environment back within HSBC's risk appetite for CAT1 returns so that it can be managed within the capacity of BAU teams, underpinned by a more scalable, sustainable control framework.
  • Programme scope will deliver Globally across the entire Group balance sheet
  • An integral part of FinOPs operating model
