MOVEMENT CONTROL OFFICER


Org. Setting and Reporting:


This position is located within the Movement Control Section in the Organization Stabilization Project/Mission in the different states of the country with duty station, and regional headquarters. The Movement Control Officer reports to the Chief and Deputy Chief of the Movement Control Section.
Responsibilities:
Within delegated authority, the Movement Control Officer will be responsible for the following duties:
- Manages and coordinates all the RVA Bonded warehouse activities and operations.
- Ensures the provision of reliable, cost-effective and efficient Movement Control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility.
- Provides technical advice to the substantive and support elements of the Project/ Mission on all aspects of the transportation activities including adaptations to the country's own unique needs.
- Coordinates the provision of efficient Movement Control support for the integrated search and rescue operations for organization transport assets and other transport assets upon request using local language.
- Coordinates with DGDA, OCC, and the customs brokers to obtain the delivery note for all inbound shipments entering the bonded warehouse and outgoing release for outbound shipments passing through the bonded warehouse.
- Develops and implements inputs for the standard operating procedures for the Movement Control-related processes.
- Ensures that quality control procedures are implemented for all work processes.
- Ensures the accuracy and validity of data recorded in the management information systems.
- Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, assessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms using local knowledge.
- Coordinates with the customs administration DGDA all kinds of disputes, challenges, changes, processes, and facilitation during the implementation of the bonded warehouse.
- Liaises with intra-agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support, uses knowledge of national institutions, language and culture.
- Manages the bonded warehouse with strict adherence to the License, the MOU, the SOP, and DR regional customs regulations
- Coordinates with airport traffic and shipping for proper reception of all incoming cargo flight shipments transferred to the bonded warehouse to avoid the commercial airport bonded warehouse fees.
- Determines technical specifications for Movement Control services and develops statements of work/requirements.
- Coordinates all off-loading, destuffing, repalletization, sealing, unloading, and processing of all inbound shipments to the bonded warehouse.
- Ensures that the organization's financial regulations and rules are complied with in all activities of the subordinate elements.
- Executes the role of TS.07 STO planning in Transportation Management (TM) to organize and optimize the movement of freight and personnel to be undertaken by freight forwarders, third-party logistics providers, or other resources contracted by the organization in the execution of a Stock Transportation Order (STO). The STO may be for movements inter-mission i.e. between different missions or for intra-mission movements between different locations.
- Execute the role of TS.01 UNOE planning in Transportation Management (TM) is for the movement of goods purchased and delivered by vendors (e.g. under Incoterms such as EXW, FCA, etc. for virtual delivery) from the delivery location to the destination.
- Acts as a Line Manager to Sub-Unit Managers.
- Manages the allocation and rotation of appropriate work assignments.
- Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance. assessments and evaluations for the subordinate staff as required.
- Develop training courses, workshops and other related training activities.
- Develop inputs for and implement the Movement Control Unit Training Plan.
- Performs other related duties as required.
