About the project
The urban population in India is proliferating, and by 2050 it will reach 877 million—almost two-thirds of India’s population. Contrary to the popular notion of easier access to healthcare in urban areas, the health indicators of urban poor are often comparable or worse than their rural counterparts – including immunization, cancer screening, out-of-pocket expenses, etc. While the urban poor are highly susceptible to infectious diseases, they also bear the burden of non-communicable diseases due to their dietary practices.
To address this widening gap, the government has launched several programs for strengthening primary healthcare services in Urban India – National Urban Health Mission, National Health Policy (2017), and Fifteenth Finance Commission (XV FC). Despite these efforts, there is a need to draw policy and investment focus as well as ensure implementation of national programs in the Urban Primary Health Care landscape. PATH is providing Technical Assistance to states to improve access to primary healthcare services in select urban geographies. Under this goal, PATH will support the selected urban geographies with the following:
Enhance the accessibility of primary health care services through Technical Assistance for the implementation of National Urban Health programs and Quality Standards in Health and Wellness Centers. Strengthened capacity, efficiency, and resilience of the health systems. Catalyze community engagement for healthcare systems.
About the position
PATH is seeking an Urban Governance expert, for supporting and implementing the Urban Governance initiatives under the Urban Health program of the TIS vertical. The Urban Governance expert will work with the national and state teams to provide technical assistance and hand-holding support in strengthening and implementing Urban Governance initiatives in the intervention geographies.

Responsibilities
  • Policy Development and Implementation: Support in analyzing and devising policies/programs that address the distinct health challenges of urban settings and align with national health guidelines.
  • Governance Structures: Assess and enhance governance structures related to urban health at various levels (local, regional, national). Identify the existing platforms and suggest recommendations for collaboration between national health programs, other development programs for urban areas, and Urban Governance initiatives. Collaborate with relevant authorities to establish effective governance mechanisms for urban health programs.
  • Urban Planning and Financing: Contribute to the development of strategic city-level action plans for urban health, aligning them with broader ULB action plans. Provide expert recommendations to policymakers based on the NUHM, and XV-FC guidelines, addressing specific urban health challenges and opportunities. Advocate for the focus on the health services that cater to the specific needs of the city population specifically vulnerable groups, marginalized. Work with local government authorities to plan and improve urban health infrastructure, including healthcare facilities. Provide expertise in allocating resources effectively to address priority health issues in urban settings.
  • Stakeholder Collaboration: Ensure a coordinated approach to public health by working closely with different stakeholders/ agencies/bodies/programs involved in health, water, sanitation, livelihood, etc. to prioritize areas for intervention and set achievable goals for system improvement. Build and maintain strong relationships with government agencies, NGOs, community organizations, and healthcare providers. Facilitate collaboration and coordination among diverse stakeholders to ensure a unified approach to urban health governance.
  • Capacity Building: Identify areas of capacity enhancement and work closely with the team to develop and deliver training programs to build the capacity of urban health professionals and stakeholders.
  • Monitoring and Evaluation: Work closely with the M & E team and integrate indicators/ mechanism to assess the effectiveness of urban health governance initiatives under the project. Provide regular reports and updates on the progress and impact of governance interventions.
  • Innovative models for governance: Support developing a model for enhancing healthcare delivery through efficient urban health governance. Develop models for the engagement of stakeholders viz. RWAs, MAS, JAS community leaders, civil society, and private sector entities, to foster collaboration.
  • Undertake other tasks which may be assigned from time to time by the supervisor.
  • Identify and lead partnerships with other development partners in the state for improving access to urban primary health care.
  • Engage with the Urban Governance ecosystem, and enable recommendations to donors, government, and other stakeholders as part of the project.
  • Work closely with other government organizations in the state and other stakeholders as required.
Required Experience and Qualifications
  • Master’s degree or equivalent in public health, public administration, public policy, social sciences, urban planning/ rural development, or other relevant fields.
  • Comprehensive knowledge of Urban Governance and health systems is mandatory.
  • 8 – 10 years of experience in government/ organizations in public health, municipal governance, public finance, or in a non-profit working in public health; should have held strategic and managerial leadership roles.
  • Working on the USAID project will be an asset.
  • Experience in managing a team of 5-10 members for conducting team operations.
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, and innovation, and report on project success criteria results, and metrics.
  • Manage and coordinate diverse tasks and facilitate relationships among multiple stakeholders.
  • Computer proficiency with a high familiarity with commonly used packages like MS Word, Excel, PowerPoint, and Outlook.
  • Fluency in English.
  • Available to travel up to 20-30 percent.

  • Demonstrated ability to develop and execute business strategies, achieving goals through market focus, innovative approaches, and entrepreneurial spirit while bearing in mind calculated risks.
