The Proposal Opportunity: The proposed Uttar Pradesh Agriculture Growth and Rural Enterprise Ecosystem Strengthening Project (UP-AGREES) is a collaborative effort between the World Bank and the Government of Uttar Pradesh (GoUP). The component relating to Digital Architecture and Applications stack is designed to serve as a lighthouse for other states in the domain of digital agriculture. The World Bank is working with the GoUP to provide technical assistance to craft a comprehensive Digital Agriculture Policy and Implementation Guidelines. As the first state to embark on this ambitious journey, Uttar Pradesh is setting the stage to modernise its agricultural sector through the integration of cutting-edge technologies such as the Internet of Things, Artificial Intelligence, and Big Data. The World Bank, now, aims to select a consulting firm with extensive experience in agricultural policy development, especially in integrating digital technologies such as IoT, AI, and Big Data. If awarded, Palladium will play a pivotal role in assisting the World Bank project task team in providing the required technical assistance to the Government of UP in formulating a policy that aligns with the state’s objectives, addresses unique sector challenges, and sets a benchmark for digital agricultural practices globally. The key deliverable for the consulting firm will be to provide technical assistance in development of a Digital Agriculture Policy for Uttar Pradesh. *This is an anticipated project, and all positions are contingent upon award from the World Bank. The solicitation is for call down consultancy and will be on as and when required bases. Please note that this is for applicant keen to commit only negotiated number of days per month of the overall contract period. The remuneration will be based on per-day fee along with travel and other work-related expenses which would be part of negotiation with selected candidate(s) . Location India (Delhi/NCR preferred) Primary Duties and Responsibilities : Provide research support to the leadership team as per their requirements, focusing on agricultural practices, technology trends, and policy environments. Design and execute JIT surveys and focus group discussions, specifically tailored to the needs of the agricultural community in Uttar Pradesh. Analyze survey data and focus group feedback, presenting insights to assist in policy development Role Requisites: 2+ years of relevant experience in the field of communications preferably in management consulting. Bachelor's degree in a relevant discipline. Candidates with Masters will be preferred. Experience in working with in the Digital Agriculture space and policy making. Candidates who have worked on similar government projects will be preferred. Attention to detail. Candidates experienced in working with bilateral and multilateral organisations, especially The World Bank will be given preference. Demonstrated experience in relevant assignment(s) is mandatory.
