Primary objective
To effectively manage and provide technical direction to their safety engineering team or teams to assure the design integrity of a specific project or projects including team performance within stated budget and schedule constraints.
Specific Accountabilities
- Plan and co-ordinate complex environmental engineering design assignments entailing technical specifications and detailed planning
- Recommending changes to specifications or environmental engineering design policy as appropriate.
- To Implement Safety Engineering on project, detailed design close-out, and follow-on engineering, Concept, FEED Study phase, Detailed Design & follow-on.
- To have a Proven Track Record In Hazard & Risk Management for OIL & GAS Brownfield & Greenfield Developments
- To identify the safety engineering scope of work from basis of design
- To be able to determine and estimate norms to conduct the scope of work
- To be able to raise a suite of project deliverables including procedures, design basis and HES Plan & Schedules of Activites.

- Design Safety Reviews / Studies, Layout, EERA, ESSA, F&G, Dropped Object, Hazardous Area.
- Active Fire Protection Design (or knowledge of)

- Ability to identify and raise suite of Project Procedures & Deliverables
- CTR Management & progress reporting, Estimation of work scopes & CTR
- Fire & Dispersion Consequence Model
- To Determine the Major Accident Hazard events and to apply a formalised approach of Hazard Management to identify and provide means of mitigation and reduction of such hazards. The chosen candidate shall also have the ability to take into account of and have an understanding of well stream compositions and process systems.
- Implementation of hazard analysis studies, attendance at HAZIDs, HAZOPs, , full suite of safety reviews, SIMOPS, SIL, F&G, D.O, SCE impact assessments, engineering, close out and management of safety actions and safety concerns. Ad-hoc jet fire and dispersion plume modelling. Hazardous area classification, active and passive fire protection systems, escape routes, safety & emergency equipment and safety signs
- To take ownership of and provide direction to engineers through ability to prepare and author full suite of project safety deliverables.
- To take ownership of and implement IDC/Squad Checks, work-pack screenings associated with the Engineering modifications, safety concerns and queries to ensure resolution using the appropriate level of safety engineering to address work scopes or safety issues. Delegate where necessary
- Determine and recommend design methods, specifications and performance or functional requirements for new projects.
- Undertake or supervise the preparation of feasibility studies, surveys and reports, design layouts, circuit block or system diagrams, specifications, bill of quantities, materials lists and cost estimates.
- Recommend design project plans in terms of method, cost, time schedules and staff requirements and seek approval of budgets.
- Carry out site inspections and liaise with suppliers, clients, consultants or commissioning engineers concerning the design, installation or construction and commissioning of assigned work.
- Perform work in accordance with set objectives.
- Manage a team of professional and technical people.
- Act as mentor to graduate, design and project engineers, technicians and technical specialists.
- Quality Assurance Responsible for working within the provisions and guidelines of theQuality Assurance system relevant to the Business Unit, etc
- Safety Responsible for personal safety safe working practices for the Business Unit, etc. Understand and follow OH&S procedures.
- Establish and maintain an awareness of HS&E across the discipline within assigned project.
Essential Skills/Experience
- Practical experience in HSE aspects of equipment and design, material selection, installation and maintenance required at oil & gas installations with special certified course / training HSE.
- Must be conversant with HAZOP, PHSER, QRA, SIL, studies.
- Bachelors degree is a must
Matching Indicators
- Eng. Degree in Eng. or Safety
- HAZOP Chairman approved course
- Must have working knowledge and experience of environmental engineering concepts, strategies and design. Specialized in at least one area of environmental engineering, with broad knowledge in other work related areas. Equivalent to APESMA Level 4.
- Hands on experience with ISO 9000 and 14000 Series and International Standards relevant to oil & gas industry
- Ability to develop, update and maintain in house technical standards and specifications.
- Practical experience in HSE aspects of equipment and design, material selection, installation and maintenance required at oil & gas installations with special certified course / training HSE.
- Must be conversant with HAZOP, PHSER, QRA, SIL, studies.
