Office/Unit/Project Description
SC & ST Department, Government of Odisha is the nodal department for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). The department has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of the STs. Specific interventions are being implemented including implementation of protective legislations such as the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Panchayats (Extension to Scheduled Areas) Act. The programmes and schemes for tribal people are intended to support and supplement the efforts, primarily of other state departments to fill critical gaps within institutions and programmes, considering the situation of STs. These schemes comprising of economic, educational, and social development through institutional building, are administered by the line departments. Notwithstanding numerous developmental interventions, the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average.
The SC & ST Department, Government of Odisha is committed to providing equitable access to opportunity for the tribal communities, through participatory approach and adoption of innovative methods including e-governance and increasing use of technology to provide strategic inputs into the development process. To accelerate the implementation of the development agenda for the tribal communities and strengthen the institutional delivery systems at the State and district level, it is important to strengthen the capacity and effectiveness of the officials and stakeholders to deliver on the issues related to tribal empowerment and create robust systems for monitoring and implementation of the SC & ST schemes of the Central and State government.
The Department is working in collaboration with UNDP to fast-track development in difficult geographies inhabited by tribal populations, enhancing capacities of government functionaries and expanding opportunities for better livelihoods, health and education to vulnerable tribal communities.
UNDP proposes to engage an IT Associate support the PMU at SC & ST Department, Government of Odisha to design, develop and maintain project-related IT systems, databases and applications for the department.
The IT Associate will be part of the Project Management Unit and will work under the overall supervision of the PMU State Coordinator and in close collaboration with Programme Lead, Tribal Development, UNDP with functional support from State head of Office, UNDP Odisha. S/He will ensure engagement of all direct stakeholders, smooth functioning of all digital tools & IT interventions and delivery of project objectives, in coordination with the Government of Odisha when needed.
Duties and Responsibilities:
- Assess the system requirements and suggest potential IT solutions based on both technical and implementation suitability.
- Provide technical assistance to translate Ministry’s and Odisha SC & ST Development Department’s requirement by designing techniques for the most efficient and cost-effective and sustainable IT solutions.
- Provide support in regularly examining the existing IT systems, track flow of data and recommend changes/upgradation etc. to make the system more effective for its optimum utilization and in line with emerging technologies.
- Support in extraction of data and other reports to help in monitoring and decision making. Monitor key performance indicators and provide regular updates on user activity, technical issues, and enhancements made to the portal.
- Ensure effective functioning of different portals and make sure that the portals are operational, accessible, and function smoothly at all times and meet all regulatory and compliance requirements. Coordinate with the requisite officials/stakeholders to organise training programmes and impart knowledge on management of the portal for its operationalization.
- Coordinate to administer the portal and identify and address technical issues/bugs that may arise during the development and operational process. Follow up with NIC / State Data Centre, IT firms engaged for maintenance of the digital tools, and various stakeholders.
- Support e-Governance agenda and rolling out of digital solutions for improved governance of tribal programmes/schemes.
- Assist in preparation of user manuals, training module, plan and organize training of various stakeholder’s state and district level for effective use of the IT solutions.
- Support in understanding the functional and technical requirements and carry out the knowledge transfer (KT) process with the agencies or external developers where required.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

[1] Direct Supervisor is responsible and accountable for supporting in day to day functions, provide work instructions, leave approval, conduct PMDs etc.
[2] Overall Supervisor is usually next in line to Direct Supervisor who manages overall team / unit and provide functional support as and when required and has overall responsibility to manage quality assurance

Min. Education requirements
Secondary education is required.
A university degree (Bachelor´s degree) in computer applications, technology, engineering or related field will be given due consideration, but it is not a requirement.
Min. years of relevant work experience
Minimum 6 years (with Secondary education) or 3 years (with bachelor’s degree) of work experience in rural and tribal development sector or relevant related field is required.
Required skills
Experience of working in government/international agency funded projects is an asset.
Experience of building user interfaces for websites and/or web applications is an asset.
High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)
Willingness to Travel

Expertise in working with Ubuntu Operating system (with version 20.04) and Web Server (with version - Apache 2.4.X) and Database software (with version - 10.4.20).
Experience designing and developing responsive design websites.
Prior experience of working on Maria DB platform.
Proficient understanding of NGINIX 1.2.1 software tools.
Good understanding of front-end technologies including HTML5, CSS3, JavaScript, jQuery, PHP, AJAX, Drupal 8.8, MongoDB/MySQL
Experience in the Custom Module Development in Drupal.
Remuneration starting at INR 9,38,398 (Annual) / INR 78,200 (Monthly) as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary.
