Job Title:Contingent Workforce ServicesSenior Analyst - Government and Public Services Enabling Areas (GPS EA)
The Team : GPS Finance and Contracts
Job Summary:

Contingent Workforce Services (CWS) is a unit in the GPS Contingent Staffing Solutions (CSS) group. The Senior Analyst works with Deloitte engagement teams to identify, onboard, and maintain contractor resources on GPS engagements.

The mission of CWS is to provide client service engagements with the highest quality third party contractor resources at the most competitive prices.

The team will also be responsible for compliance and accuracy of the CWS onboarding administration for assigned portfolio, and monitoring responses and subsequent steps to ensure timely responses on client engagements.

Work You Will Do

As a Senior Analyst in our team, you will be responsible for:

Project Onboarding:

  • Gain an understanding of the size and scope of the engagement.
  • Articulate the CWS process, including the reasons behind the processes that are in place and assist the Lead administrator in resolution of sub-contractor delivery and onboarding issues, and executing resource requirements in a fast paced environment.
  • Set expectations on bill rates, procurement time frame, and possible challenges to filling the engagement’s needs.
  • Make recommendations on sourcing strategy at the project level: project specific suppliers, alternate sourcing models.

Contractor Procurement:

  • Create project records in the CWS Portal.
  • Create subcontractor resource requests in CWS Portal and broadcast requests to the designated Supply Chain so that the suppliers can respond with qualified candidates.
  • Analyze supply chain responses by performing risk-factor analysis and pre-screening candidate resumes to match requirement specifications (technical and functional) and forward qualified candidates to projects for consideration.
  • Facilitate and schedule candidate interviews.
  • Facilitate the hiring process, including rate and other negotiations as needed, and generate legal documents, such as work orders and non-disclosure agreements.
  • Follow up with projects on contractor end dates and obtain feedback on contractors that are rolling off.

On-going project management/relationship building:

  • Resolve subcontractor issues for suppliers and projects.
  • Resolve subcontractor delivery problems.
  • Enforce the GPS Procurement national supply chain.
  • Mitigate the legal risk associated with subcontracting.
  • Execute special projects at CWS leadership’s request.
  • Conduct regular forecasting with engagements to determine their ongoing needs
  • If appropriate, set up a project/supplier calls to discuss the overall project, immediate and future needs.
  • Ensure that project records, work orders, reqs, and timesheets are kept up to date
  • Provide monthly (or more frequently as needed) updates to the CWS Manager and CSS Sr. Manager on project activities.
  • Follow up after calls with emails summarizing discussions, action items, deadlines, etc.

Other expectations from Sr Analyst:

  • Demonstrate an effective understanding of emerging IT concepts and tools. Must be able to converse with IT professionals (at all levels) regarding IT skill requirements.
  • Demonstrate an effective knowledge of the software development lifecycle.
  • Demonstrate strong prioritization skills, including the ability to balance multiple high priority tasks and re-prioritize as needed during a workday. Demonstrate strong organizational skills and careful attention to detail.
  • Demonstrate the ability to work successfully in a team environment and make a significant contribution toward achieving team goals and objectives.
  • Share lessons learned with other Sourcing Team members.
  • Collaborate with the team on ways to improve the services provided by CWS.
  • Should suggest ideas/ thoughts for process improvements and efficiency enhancement
Qualification & Skills
Required / Preferred:
  • Bachelor’s Degree; between 4 to 7 years of relevant work experience at Analyst level.
  • Demonstrated experience in IT recruiting or other general staffing and knowledge / experience in contingent staffing.
  • Demonstrated understanding of the software development life cycle with strong prioritization skills.
  • Strong understanding of Deloitte Consulting Industries and Service Areas.
  • Strong consultative and communicative skills.
  • Ability to operate in a demanding executive level environment.
  • Ability to work on fast paced , tight deadlines environment
  • Experience working in a highly regulated environment
  • Demonstrated ability to work effectively and collaboratively with teams.
