Main purpose of job:

The Foreign Commonwealth and Development Office’s HR Hub based out of New Delhi, serves the South Asia region and covers 17 British High Commissions and Embassy in Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka and The Maldives.

HR Hubs provide key HR Services including recruitment, HR advisory and HR enquiries, Pay and Benefits/reward, talent and performance management, and strategic HR support to customers across the region. The HR Hub works with the Missions’ Corporate Services Teams and Senior Leaders to ensure HR best practices, to support operationally and to advise strategically. The Hubs coordinate with Human Recourse Directorate in UK, Corporate Boards, Finance and Procurement Hubs to bring greater strategic coherence and consistency in HR delivery. By centralizing HR work, Hubs provide the Missions with access to subject matter experts that are committed to high performance standards and agreed service levels.

The Regional Pay and Benefits Officer will be a part of FCDO HR Hub Team and will report to the Regional Pay & Benefits Manager. The successful candidate will be responsible for running and maintaining payroll and other related payment processes for all Country Based Staff in the region.

Roles and responsibilities:

The Regional Pay & Benefits Team (as part of HR Hub) is responsible for smooth processing of payrolls and other salary related payments for FCDO Country Based Staff across the region. The role would require flexibility to work in both Pay & Benefits and MI roles. The Regional Pay and Benefits Officer is expected to :


Pay and Benefits (70%)-

  • Run Regional Monthly Payrolls individually and ensure error-free & efficient processing as per the defined timelines.
  • Maintain and own Pay & Benefits mailboxes; assisting and answering staff queries.
  • Produce and Analyse regular and ad-hoc payroll reports.
  • Play a pivotal role in Data Collection Exercises, Annual Pay Uplift Process.
  • Build Networking skills and work as partners with relevant stakeholders in the region.
  • Bring in process improvements and streamline the existing processes flows.
  • Assist Payroll Manager with Pay Award & Performance Bonus Pay-out recommendations for Posts.
  • Provide tailor-made solutions to staff’s queries related to payroll and related processes.
  • Learn and Assist Payroll Manager with Annual Pay Benchmarking and Pay Plotting Exercise as needed.


Management Information and Data (30%) –

  • Maintaining, validating and updating HR databases and trackers from time-to-time to ensure that the information is updated, secure and easily accessible.
  • Maintain Employee Database and act as primary contact for circulation of monthly and annual documents/certificates to staff.
  • Work on monthly and annual MIS for all Posts.
  • Identify, analyse, and interpret information and trends and share reports as per the requirement
  • Assist with the analysis and evaluating the success and the effectiveness of key performance indicators for the HR Hub.
  • Adhere to the Data Governance and GDPR and internal and external compliance standards and regulations
  • Collaborate with MI, Recruitment and Advisory leads to become the highly skilled "go to" person for MI. Identify leading on designing standardised templates, working on regional quarterly metrics and post reports, liaise with HR Hubs, and provide ad-hoc support as and when requiored.

Essential qualifications, skills and experience 1

Essential on arrival:

  • Bachelor’s degree
  • 2+ years of experience in Human Resources, especially in Compensation-related areas;
  • Outstanding interpersonal and collaboration skills; ability to work with people at different levels in an international environment and within a fast paced, results oriented organisation;
  • Able to adapt to a quick changing and evolving policy framework, and present solutions in an autonomous and efficient manner;
  • Excellent level of English is essential;
  • Excellent IT skills in Excel, Word, Outlook, PowerPoint
  • Concrete experience in Management Information, analysing, preparation & reporting of data
Desirable qualifications, skills and experience 1

Desirable:

  • Masters degree (Business Administration or Human Resources and related field is desirable);
  • Expertise/Specialization in South Asia region compensation and Benefits policies and practices;
  • Experience in shared services organization
  • Macros knowledge and hands on experience in Pay related projects will be an added advantage.

For British High Commission (BHC) candidates, the Country Based Staff BHC Terms & Conditions will apply.

The salary will be INR 53642 per month plus 12% Provident Fund and 6% Superannuation Fund.

Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family.

No relocation or any other related costs or assistance will be provided.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Please note - Provident Fund Transfer in and out from EPFO is not possible as BHC PF is managed by a private PF trust governed by Indian Income Tax Act, 1961. The staff still has the option to transfer out and in from a privately held PF trust which are not governed by EPFO.
