To organize, direct and coordinate the activities of the Drinking Water Operations Division including Plant Operations, mechanical and electrical maintenance, water quality, water distribution and administrative support; to coordinate drinking water operations with other divisions and departments; and to provide highly complex staff assistance to the Director of Technical Services.
Distinguishing Characteristics
The Manager level recognizes positions that provide full line and functional management responsibility for a division within a department or a specific function within the Agency. The Drinking Water Operations Manager operates with a great deal of independence and discretion.
Supervision Received and Exercised
Receives direction from the Director of Technical Services.
Exercises direct supervision over supervisory, technical and support personnel.
Examples of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
· Develop and implement division goals, objectives, policies and procedures.
· Plan, organize, and direct drinking water operations including Plant Operations, mechanical and electrical maintenance, water quality, water distribution and administrative support.
· Direct, oversee and participate in the development of the Drinking Water Operations work plan including the assignment, monitoring and review of work activities, projects and programs.
· Prepare the Drinking Water Operations Division budget and assist in budget implementation and administration including the forecast of additional funds needed for staffing, equipment, materials and supplies.
· Recommend the appointment of personnel and provide staff training; conduct performance evaluations and implement discipline procedures as required to maintain high standards necessary for the efficient and professional operations of the division.
· Ensure division staff performs activities in conformance to Federal, State, local and Agency policies, procedures, rules and regulations.
· Maintain treatment, water quality and distribution system records and logs.
· Assist in the long-range planning and budgeting program for general improvements of Agency water facilities.
· Conduct field work at various sites to inspect facilities and projects.
· Manage the operation of treated and raw water pumping stations.
· Oversee the use of a computerized maintenance management system for drinking water facilities, including water treatment plants, pumping stations, water storage facilities, control systems and other related assets.
· Assist in recommending and implementing physical and cyber security improvements of various drinking water production and storage sites.
· Review departmental policies, procedures, training programs and practices to improve safety, efficiency and effectiveness and ensure regulatory compliance.
· Coordinate and communicate work with other departments and agencies on a regular basis.
· Oversee drinking water measures and regulatory compliant sampling programs.
· Estimate cost of treatment plant, pump station, distribution system and storage facility maintenance projects.
· Coordinate with various governmental agencies on water quality sampling, treatment, and state safety and health regulations, environmental regulations, hazards and emergency response.
· Maintain current and archival plans, drawings and records.
· Respond to public or other inquiries.
· Make presentations to the Board of Directors.
· Attend special staff and committee meetings.
· Assist in preparing and administering agreements and contracts.
· Review, check and submit comments on engineering plans, specifications and submittals sets.
· Coordinate emergency responses to incidents which could affect water treatment processes, water quality and/or distribution system parameters.
· May act for the Director of Technical Services in his/her absence.
· Represent the division and department to outside agencies and organizations and participate in outside community and professional groups and committees.
· Research and prepare technical and administrative reports and prepare written correspondence.
· Perform related duties as assigned.
