Position Summary:

The Lead Construction Engineer - Mechanical, will be assigned to the field construction organization in the leadership role, leading all construction activities related to mechanical installations, inspection, and field testing. Responsible for overseeing and managing contractors’ job site activities related to mechanical installations and ensuring that the construction operations and contractors’ performance are in compliance with project ES&H, quality, and schedule requirements, whilst maintaining effective relationships when interfacing with stakeholders and the general public.


Responsibilities:

  • Provide the necessary construction leadership to coordinate, facilitate, and direct the works for green field, brown field, and turnaround, including Field Tie-Ins, pre and post-turnaround activities.
  • Represent the construction function in project model reviews, project progress, and management review meetings.
  • Work closely with the stakeholders, including technical support groups, the maintenance team, and contractors, to ensure that scheduled works are planned and performed in a safe, efficient, and cost-effective manner and in accordance with standards and procedures.
  • Ensure contractors’ compliance with project quality requirements and that the works are executed as per IFC drawings, standards, codes, and project specifications.
  • Witness the installations and field testing executed by the contractors.
  • Ensure contractors’ compliance with the project's ES&H plans.
  • Ensure all construction activities are executed as per schedule.
  • Work with customers, specialist project engineers, and resident engineering and operating personnel to coordinate construction activities.
  • Support the project contract team during early contract formation, including the generation of scopes of work for field contracts, active participation in bid evaluations, and clarification meetings.
  • Ensure that all necessary documentation is developed and documented appropriately, including permits.
  • Lead and conduct constructability workshops for project teams.
  • Implement a constructability program and provide a constructability plan to project members on assigned projects in collaboration with the project and GBU construction teams.
  • Coordinate with Engineering to ensure Engineering deliverables are issued to support the construction schedule.
  • Identify potential problem areas or trends and address continues improvement issues.
  • Understand work breakdown structure, work packaging philosophy, scoping and preparation of Mechanical Installation work packages, and material take-off.
  • Assist in the preparation of construction manuals, professional staff support proposals, and internal desktop procedures.
  • Provide technical guidance to other Construction Engineers and contractors’ workforces.


Qualifications and Skills:

Basic Qualifications:

  • Typically, it requires a bachelor’s or master’s degree in mechanical engineering (or international equivalent) with a minimum of 10 years for 25 grade & 15 years for 26 grade of relevant experience, or 15 to 20 years of relevant experience in lieu of a degree.


Additional Qualifications:

  • Proven construction experience on large industrial projects/energy process plants with 5 years of relevant experience in Cracker Units/ Petro Chemical Projects is mandatory.
  • Experience of OG&C/Petrochemical plants is mandatory.
  • Experience in Brown Field Works, Tie-Ins (Mech, Piping), Pre-assemblies, and Shutdown Works, including Pre-Turn Around and Post-Turn Around.
  • Knowledge of the installation of Rotary and Static Equipment.
  • Experience in inspection and certifying all installations by contractors.
  • Exposure to construction rigging and brown field work permits, system turnover walkdown, As Built documentation.
  • Thorough knowledge of Indian standards, specifications, and codes as applicable, including various safety procedures and practices associated with the construction activities.
  • Performs duties with considerable latitude, exercising independent judgment and utilizing construction knowledge and experience in the resolution of moderately complex questions and problems that may arise.
  • Must be committed to maintaining a strong health and safety approach that is in line with the Bechtel zero-accidents philosophy.
  • Be quality-oriented and work proactively with the contractors to eliminate defects and maintain a zero-rework environment.
