DE is responsible for the entire Division like Divisional manager and handles full division for the engineering deliverables , covering 3 to 4 TSMs area ,normally. His responsibilities and deliverables are parallel to the DMs.
The BD team scouts for the franchisee , the responsibilities mostly ends at LOI and Lease sign off, while the DE’s responsibilities start before LOI, includes site selection, site survey, pre execution plans, statutory approvals and applications, land filling, pre Kick off preparations, etc. The network development is largely done by the DEs once LOI is given. They are responsible for site construction, QAQC, coordination with venders, HO, franchisee , contractor and ensure the best of the standards of the RO. He ensures civil construction, mechanical, piping, electrical work, RVI, branding, CVP , service items etc for the entire division . He is supported by the Fes, like TSMs supporting to the DMs . ACTIVITIES
- Site selection and site survey is done before preparation of final drawing for the new Retail Outlet before LOI
- Ensure that the drawing is prepared as per requirement of statutory authorities.
- Drawings shall be with zero deviations.
- Ensuring the PESO Renewal and Amendments Approvals & Grants on time.
- Maintains the Records of drawings in-line with the SOPs at the DMS Server
- Ensures timely release of required drawings for various approvals.
- Making site specific estimate, pre NC, deviation notes
- Making drawings required for all statutory approvals, NOC, building permission, and dealing wth authorities for local rules and taking care the same in the drawings.
- Ensuring kick off meetings (KOMs) / making site visits in each critical mile stones and inspection as required
- Ensure the Contractors / Vendors / Dealers to make them understand the requirements of the Standards & Facility of Nayara and make them to align to our Standards and requirements.
- Ensure that the facilities at the Retail Outlets are constructed as per the approved drawings, Engineering Manual and standards/SOPs
- Ensure that the quality of material being used at the Construction site is as per Nayara standards.
- Ensure that the material such as tanks, dispensers, tyre inflator, totem, etc are ordered from our registered Vendor only. The MIS to be given on weekly basis to the HO.
- Ensuring payments, follow up, with franchisee/HO /Zones for timely deliveries.
- Material planning to be done in advance and intimated/arranged
- Ensure that the facilities are constructed as per the drawing only
- Educate the contractors / Workers for ensuring the safety workplace.
- Maintains Status updates of construction and managing the Records for MIS.
- Ensuring the PESO Prior and Amendments, Grants on time.
- Ensure all SOPs and standards are compiled while planning, designing, constructing the RO.
- Guide the field team and the Franchisees on getting the ROs standardised.
- Provide estimated NC for the proposed Retail Outlets before LOI and getting sign off.
- Provide the actual NC for the constructed ROs
- Prepare the TS documents as per the requirements
- Ensure the correct NC is included in the TS
- Making the Amendments in NC and Cost additions for newly Added equipment in TS NICE Portal.
- Ensure minimum downtime of all the dispensers
- Liaison with OEMs for timely and quality response to complaints.
- Carry out regular maintenance of PCODO and CODO’s
- Processing for NFAs for Infra Upgradation
- Takin care fully for replacements, infra and augmentation of facilities. Additional DUs, canopies and other facilities.
- Supporting rebranding
- Supporting automation.
- Providing the Estimations and Clearing the Costing of the CODOs and PCODOs.
- Training Franchisee /FEs on RO operations, Engineering activities, construction, equipment’s, material, quality work, & safety.
- On the Job Training and Class Room Training for Field Engineers for Learning and unlearning of their work Knowledge and correct work procedures.
- Inspect under construction ROs at required milestones.
- Carry out Engineering Inspection of the Retail Outlets to check for Facilities, Safety.
- Carry out Asset Verification Inspection of Retail Outlets
- Making RO ready for commissioning and OTP. Liquidating punch points timely.
- Visit and guide the Contractor, Issuing the work permits for crucial Safety work at RO
- Carrying out the amendment requirements for facility Changes and possibility study for the infra upgradation cases
- Ensuring HSE during new RO construction and augmentation .
- Develop new Vendors for equipment supply
- Develop contractors for civil work.
- Ensure the Supply of Equipment on timely manner and solve the issues of supply.
- Coordinate with vendors for installation of automation equipment and monitor performance.
- Ensure the Site Readiness for Automation Installation. Responsible for technical support on Automation programs
- SKILLS & KNOWLEDGE
- Educational Qualifications & Certifications:
B.E / B Tech – Civil / Mechanical, preferred knowledge of Auto CAD is required.
- Relevant (Functional/Level) & Total Years of Experience: 15 to 18 Years
Relevant Experience: 8 to 12 years
- Functional Skills:
- Basic understanding of Civil, Mechanical and electrical engineering and instrumentations.
- Knowledge of statutory guidelines related to Petroleum Products (preferred)
- Knowledge of engineering activities at Retail Outlet (preferred)
- Complete understanding of equipment’s like Dispenser Unit (preferred)
