Project Background:
PATH has been working in the field of oxygen delivery for almost a decade. PATH globally has provided medical oxygen technical assistance in over 10 geographies and is a key member of the “ACT-A COVID-19 Oxygen Emergency Task Force” led by the World Health Organization (WHO). In India PATH is providing technical assistance to multiple states for Respiratory Care strengthening.
Globally, hundreds of thousands of people—including many newborns, children, and pregnant women—die needlessly each year from a dangerous condition called hypoxemia, or a low concentration of oxygen in the blood. Hypoxemia can be caused by a range of illnesses and complications—including pneumonia, neonatal infections, premature birth, obstetric emergencies, and respiratory infections like COVID-19. Despite the critical role that medical oxygen plays in treating hypoxemia across numerous disease areas, many facilities still lack access to this lifesaving treatment. With a vision to provide all patients, regardless of place of birth, with access to the lifesaving medical oxygen they need, PATH with the support of funding from the Bill and Melinda Gates Foundation, seeks to reduce maternal, child, and overall mortality from hypoxemia-related causes through improved access to high-quality oxygen services under the SOURCE project.
PATH is currently seeking for a Program Officer- Respiratory Care Management on Third Party Payroll- Randstad.
III. Responsibilities
“THE PROGRAM OFFICER- BIHAR WILL BE REQUIRED TO UNDERTAKE THE FOLLOWING LISTED ACTIVITIES (INDICATIVE AND NOT EXHAUSTIVE):
Acquire a thorough understanding of state government and facility needs and requirements Provide technical assistance to state for operation and maintenance of medical oxygen generation plants/ equipment in the state Conduct vendor coordination for warranty, repair, and maintenance support Support informed decision making at state-level on oxygen management system by identifying critical bottle necks in the oxygen supply system and providing market solutions for the same under the project Conduct rapid facility assessments for auditing gaps and maintenance needs of the medical oxygen production and consumable equipment Support state teams to facilitate capacity building and sensitization sessions for key stakeholders in the state Work in a highly collaborative environment with different stakeholders including the state government, healthcare facilities’ staff, other partners, vendors, OEMs, etc. in the state on regular basis Coordinate relationships across multiple functional areas, third party service providers and other programmatic teams to ensure optimal collaboration with PATH’s other oxygen projects, in particular Operations, to ensure alignment of systems, processes, and initiatives across portfolio Manage relationships with external partners/vendors/ donors/ governments and other stakeholders Work closely with state government counterparts to develop, implement monitor project activities including roadmaps, work-plans, activities, reports
Undertake need-based travel within the state and other geographies as per need of the project

Skills/ Abilities
  • Advanced degree in public health/social work/biomedical field is required.
  • A minimum of 3 years of professional experience in implementing program activities; one (1) years of experience working in the Oxygen Domain is desirable
  • Have worked in Ministry of Health, Non-governmental organization/s in project geographies/UN agencies/public hospitals
  • Experience of interaction with UN agencies, global partners and donors
  • Proven ability to mediate conflict and bring groups to a constructive resolution
  • Demonstrated ability to work effectively in a collaborative organizational structure
  • Demonstrated ability to work in a multi-site team-based organizational structure, including partners and other collaborators
  • Ability to work with people with divergent points of view and to respectfully navigate differences.
  • Demonstrated ability to work with partners to achieve results
  • Fluency in English and local language
  • Available to travel within districts as and when required
  • Experience engaging with both public and private sector partners preferred
